Default 94 Yj 4 cylinder problems

hey guys, my buddy has a 94 yj 4 cylinder that has been sitting for the past 3 months. when he started it up and tried to drive it down the street he couldnt get it past 2500 rpms beofre it starts to stumble. if there is any load on the engin from going up hills it will stumble. it lacks power. when he ran the obd codes it came up with 12, 33, and 47. 47 is for a low voltage on the battery. so we replaced the battery and the code 47 went away. code 33 is for the ac fan clutch relay. this model does not have ac. so i am wondering why this code is popping up. the next is 12. this code just says that we have disconnected the battery within the last 50 key warmups. we have replaced the cap, rotor, wires, and the battery. i am suspecting that after sitting for 3 months in the winter weather of the northwest that there is alot of water in the gasoline. i want to drain the tank and put in new gas and a can of sea foam. if this doesnt fix the problem what else would you guys suspect. also is there any easier way to drain the tank besides dropping it and draining it. i thought maybe i could hook a hose up the the fuel rail, prime the pump and let the fuel pump drain the tank for us. what would you guys do?

Check the exhaust and intake manifold bolts make sure they are tight. My buddy had the same problem and he spent alot of money and time trying to fix it. When it was just a simply fix. Hope this helps.
