Default Ways to Improve Fuel Milage

I have a 96 D21 Hardbody 4x4 and I was getting 21-22 mpg this summer but throughout the fall its dropped down to 16. I was thinking about greasing my hubs. I never use 4WD unless its snowing but my hubs are usually locked. Are there any other trick I can do to make it more efficient? I'm also having trouble starting it, does anyone know of starters going bad in them? I replaced the battery but it still starts hard. Thanks for the help

start with a proper tune up.
check brakes and tire infaltion.

and always lighten the load...

If you don't need 4WD, unlock the hubs. Front drivetrain drag resulting from driving in 2WD with the hubs locked will reduce mileage significantly. Also, give 'er a good once-over and make sure everything is clean and working properly...check vaccuum lines, clean your MAF sensor, run some Seafoam through the engine...keep it simple.
