Default 94\' cpi idle

I have a 94' balazer with the cpi motor and it runs rough at idle. But on the highway or when I rev it up it runs smooth. Is it the usual magnet in the distributor that causes this? And if it is would it be costing me power and milage on the highway even though it seems smooth?

It's had the cap/rotor,plugs/wires,fuel filter,msd coil,cat./muffler all changed and I cleaned the throttle body etc... more than once. i thought egr might be sticking and I ran two cans of the nastiest fuel system cleaner through it. It seemed too help alittle. But then when looking at the motor, do these things even have an egr? If so where?

that motor might be the one with the plastic fuel tubes that run down the intake runners. they do go bad, and cause that issue.
