1974 DT250 Timing?

1974 DT250 Timing?

I have just got it running, it bogs down at the get go, lower rpms, but really kicks in once you get into the higher rpms, could that be the timing or the carb needing adjustments?

It was the carb. Took a closer look at the o rings
