83' 5.9L V8 Wagoneer New Parts Help

I have recently bought a 1983 5.9 Liter V8 Jeep Wagoneer, and it is in perfect condition throughout. I would like to make it more compatible for off road use (new rims, tires, lift kit/suspension) and i am wondering if you guys might know what the best parts i can get, i do have a spending budget of 3,000 dollars. As of now i have interest in Pro Comp Rims the series 51, and i would like new tires, but not a deep tread. I would like the look of the off road, rugged all purpose tires. If you could please make any suggestions to the rims, or tire suggestions, and even a lift kit/suspension. I am looking for a package deal with the lift kit/suspension, and i am looking for 4 inches max
